An Interesting Juxtaposition

Close to the end of  term, the former Mayor asked  the CAO to direct Department  Heads  to compile a report on  the wonderful accomplishments of  Volunteer  Advisory Committees. 

And so it came to pass.

When it was written, so many good things were listed,  reading took too long . Editing was requested. To make it  easier to read.Like in a campaign leaflet.

And so it  came to pass  

Two weeks ago, the new Mayor noted  the completion of six months in office.He expressed  great  appreciation for the co-operation Council  had  received from staff.

Last year it was the volunteers from whom all good things came.

Apparently, this is the year of  Directors of Various Town Departments

A headline  on the front page of  the Aurora Banner this week,demands  an apology from a Councillor who has had the temerity to put forward a motion for  review of an agreement which hands over half a million dollar in cash and kind, to the board of a facility, heisted from beneath the feet of the Aurora Historical Museum to become a cultural centre.

The story cites outrage of  Peter Townsend, a member of the culture centre board.

The board has a Chairperson. It seems a Sunday meeting was held to discuss outrage over the Councillor's effrontery. No reference is made to a meeting in the news story.  How it was called? Was  notice  given? Was an agenda circulated? Was a resolution moved and seconded? Was a vote taken?  Is the board's position reflected in Mr. Townsend's diatribe? Does the Board have a Bylaw to govern procedure?

Mr. Townsend declares there is no need for this "inquisition"

Centre volunteers and staff have been diligent in honouring not only the letter of the cultural agreement, they have exceeded the terms by providing both financials and performance reports,he added.

Questions could have been answered with a phone call, he argued.

Mr. Townsend has issued an invitation to town staff and council to visit the centre and examine the agreement.

Mr. Townsend is not Chairman of the Board. He does not have authority to speak for the board. Or publicly excoriate, on behalf of the board, an elected representative of the facility's owner which provides half a million dollars of public resources for its operation and is accountable to the people who pay the bills.

I think Mr. Townsend had another option besides taking Councillor John Abel to task for doing what he was elected to do.

I think by publicly displaying such astounding ignorance about his place in the scheme of things, Mr. Townsend should resign from the board forthwith.

His conduct is unacceptable.

  2. Can you explain why or how a several million dollar facility does not have a Councillor as a board member?

    How is it that three Councillors are board members of the Aurora Public Library?

    Would it not make sense to shift one Councillor from the Library board to the Culture Centre Board? They could even rotate thus sharing out experience during the four year term of office.

    Mr. Townsend's outrage seems as misplaced as Mr. Elliott's was last Tuesday evening.

    Are we surrounded by fools and incompetents?

  5. If you are going to 'play' with taxpayers' money,
    you owe it to them to be respectful and to give
    a full accounting of every cent spent, without
    falling back onto attack mode. No one denies
    the good that has been done, but there has to be
    balance between the desires of a few spoiled
    individual and the needs of the town as a
    functioning entity. Leave the egos at the
    door

Good for John Able, what a refreshing change to see someone other than yourself calling these "Culture Club" free loaders to account ,The sense of entitlement in this town is astounding ,its amazing the amount of damage that can be done in just few short years or is this just another bit of semantics, what’s half a million here , half a million there

    Because there is a requirment within the Public Libraries Act.

    You were very correct to cite the Ontario Library Act about how a local library board is appointed by a local council.

    There is a rule that the municipal council is the group that chooses who is on the library board.

    There is a rule that a municipal council may not appoint their own members to more than half the membership of the local library board.

    Our local Libary Board has usually had nine members. Of those, it has usually been three Town Cuncillors and six citizen members.

    Under the Library Act, the Town could have appointed as many as four Councillors. Or they could have had no Councillors on the library board.

    When I was on the Aurora Public Libary Board, we recommended appointing two Councillors to the Library Board.

    We did that as a practical measure. Town Councillors are busy people, and when we needed people to join sub committees, we found the Town Councillors were busy with other activities. We found citizen volunteers were ready and able to analyse the situation and provide the APL board with a good recommendation.

    It was correctly noted that in Aurora we currently have three Aurora Town Councillors on the Aurora Public Libary Board.

    However, the Ontario Library Act does not actually require a municipal library to have a member of municipal council on the board.
