This morning's essential stretching exercise is complete.
I can rise from the nether regions and begin my day in good faith.
At last night's committee meeting, we had another lengthy agenda. It didn't get completed.
A report from the treasurer outlining councillor expense policies of neighboring
municipalities was discussed. It was an eye-opener.
Aurora's total expense budget used to be $27,000.
In recent years, ten thousand was knocked off because the full amount was never used. It still isn't.
Average spent by all Councillors is $13,000.
The treasurer informed us,in some municipalities a single Councillor has an expense allowance of $16,000. a year.
At this point, the discussion was about publishing the expenses of each Councillor.
The motion was to do it on an annual basis.
Councillor Morality Ballard wanted it done quarterly.
Normal expense is for an annual conference. It occurs annually.
That didn't influence the Righteous One. Nor did the explanation that preparing the statement was labour-intensive and not without expense.
The Councillor expounded that people were entitled to know how Councillors are spending their money.
To add force to his argument, he claimed he had documentation to prove public resources were being improperly spent.
Like; there's a thief in the house and only Councillor The Shadow Ballard knows the identity of the miscreant and all other particulars. For reason known to himself alone, he was not prepared to share. Preferring instead to let suspicion hang over all present with the exception of his unsullied self..
The Councillor should have been called upon to withdraw his accusation on penalty of being
expelled from the Council Chamber.
Instead he repeated it once more without adding substance to his scurrilous contention.
He seems captivated by the ease of smearing character and reputations.
He may be completely ignorant that no expense claim is paid unless it falls within a written policy.
Whatever his twisted comprehension, his eagerness to set himself apart will compel him to repeat the malice aforethought.

I believe you have captured what many of us have been thinking...I cannot stop laughing...but...sadly...I must agree. He needs to get off the cross, someone needs the wood....

ReplyDeleteThat man clearly wants a lawsuit of his VERY OWN. He does so envy the others. Actually I am surprised but pleased that Mr Roche did not present one to him. It must have been very tempting. And Ballard knows the town would have to pay his blasted bills. The man is a walking disaster.
ReplyDeleteIt would seem that Councilor Ballard has an agenda and I would think that it is not personally driven but collaboratively from others behind the scenes. He's turned into a conspiracy theorist who's seeking to unearth all the proper truths in Aurora. He seems to be calling everyone out on some type of fiscal or moral corruption and trying to create a list for his friends to use at the next election. No matter what the cost of town accounting to put together quarterly reports. If he doesn't get quarterly reports he will shout what's everyone afraid of? So it's a win-win for him regardless of the outcome in using these types of issues at the next election. Look what I did for Aurora in my term as Councilor and/or look what I tried to do and they voted me down. I am Aurora's moral and fiscally responsible compass. He truly is living to his words of: "Let the games begin".

ReplyDeleteI agree. This and past events are setting the stage for the next election,no doubt. I anticipate it will be ugly. He does not operate alone. Not that intelligent. At the end of it all, those with long memories will vote accordingly.
How ironic for Ballard to howl about public resources being " improperly spent" ! He has only to look at his good friend Philly & the other members of that pack from the previous council. Hundreds of thousands in legal bills and still counting.

ReplyDeleteI believe that you are both right and wrong. Right in Councillor Ballard's intent to pitch himself as being fiscally & morally responsible. Wrong in believing it is a win-win for him.
Councillor Wilson prided himself on being a tax-cutter and banged away on the code of Conduct drum. He was exposed as a nasty bully & removed from office. It can happen again.
Once more people realize that Ballard is a Morris toady, his chances at re-election will diminish.

So I went and did some minuscule research as far as Wikipedia, from which I quote

Possibly booby Ballard could be set adrift.
Mr Ballard has twitted that Council agreed to post expenses every 6 months. Is that carved in stone or do councillors have another crack at it next week?

What is the harm in publishing information that is normally published every 12 months, more frequently?
I don't get it.
To 9:22am, in part perhaps there would be a different opinion because it would depend on the motivation as to why someone is bringing it to the table. Not to say but the Town probably wastes more money in lengthy drawn out meetings over the smallest of issues and budget items than they would over Council expenses. The 80/20 rule certainly applies especially when it comes to special interest groups etc.
ReplyDeleteIn regards to publishing the information more frequently, it all comes down to time and materials. It’s easy to say that the info is already logged into some financial software but someone still has to prepare a report, check the report and present the report etc, etc. Is the council expenses that important? Yes and no. Yes, it should be tracked but not to the frequency that Ballard was looking for. What’s the purpose that he is looking for in having the information more frequently? What will he then do with the information? Is it so he can point fingers at others? What about the rest of the Town’s spending, how often does Council review the current spending? Great to set a budget but how often during the year is Council updated as to whether the Town is staying on budget? Yes, we have to look after the nickels and dimes, but sometimes we forget about the bigger items thinking they’ll take care of themselves.
