Dumb question: Could staff not pick up the phone and call staff at Newmarket, Richmond Hill or Vaughan to inquire how they did it?

Does this require a council resolution to pick up the phone and talk to someone who has done it before?

The report noting three neighbouring municipalities were not paying taxes, in similar circumstances, was written by the Director of Leisure Services on Mar 10th 2009.  That was before he was stripped of half  his authority in the department re-org recommended by consultants. 

Another instance of a solitary  contrary opposing vote par moi. 

It was  the time  of an agreement being prepared , first by the new clerk and then by the new solicitor for the new  Integrity Commissioner.  Who was  also stripped of his authority at the time of  his first decisionHe found  the complaint filed against me, after an investigation of me by a lawyer, and a complaint composed  by the same lawyer, was  purely political.  

It was  the time of a  constantly  revolving door at the town hall.  

A time when a treasurer stated, in response to a pointed question from the former Mayor, there was no conflict of interest in Mr. Whitehurst being appointed as a paid  resource person to a committee on which he continued to hold membership.Which was clearly a conflictof interest.

That  treasurer had already tendered his resignation and as working out his notice. 

A time when the  new solicitor and  new treasurer agreed  to work within a resolution that allowed them to refuse to make public   information  about how much had been spent on the lawyer retained by the Mayor, who made himself  available as her personal  consultant.

Yes, Staff or a Councillor could have picked up the phone and found out how similarly used  properties in  neighbouring municipalities continued to  be exempt  while ours was not .

The Director of Leisure Services had already reported  they were not paying taxes in  the same circumstance. .  

It  would have made no difference . 

The treasurer  shifts  the money about.

The treasurer  insisted the taxes had to be paid.

The treasurer established the disadvantage of the contract  between 
the town and the Soccer Dome operator.

A contract which  the  previous Council approved and directed  be signed.  

But which the next Council  was pleased to hold the Director of Leisure Services, subsequently reduced to Director of Parks and Recreation, responsible

And as we saw last Tuesday the remnants of the pack still sticking it to him with the help of written notes and questions  pre-assigned to each . 

I know it's hard to follow the twists and turns. 

Harder still to believe  and understand why  persons elected  and appointed to  positions of trust would  be possessed  to go to  that excess.

But the dots are all there.

The half million dollars diverted from our town's treasury  to two  other government institutions are  real enough.

The harrassment of a town official is certainly visible. 

There is no spin. The  facts  are  undeniable.

Council should retain one of the multi-national accounting firms to carry out a forensic audit commencing January 1, 2007 to date.

This would reveal all that was spent of taxpayers' dollars, who authorized the expenditures and whether that authorization was in accordance with the chain of command at the Town Hall.

Just like the retainer of Deloitte to investigate expense claims and expenditures by members of the Senate.

Until such an audit is carried out there will be continuing mutterings, suspicions and denials.

It's time to put this to bed.
