A question for you. If Gallo flips & runs for councillor, does he have to return money collected for his
run for Mayor.

I can't see why.
I understand he is currently registered as candidate for Mayor. If he changes his mind and registers as a candidate for Council, a second registration fee must be paid.
The first fee will not be returned to him until after the election.
Funds collected for election must be declared in a declaration of financial expenses after the election. There's a time limit for the statement to be submitted to the election officer.
Any funds collected and not spent in the election must be deposited with the municipality.
They can be used in a future election.. If not ,the municipality is legally entitled to abscond with the proceeds.
I don't know why that is. Unlike senior levels, the Municipality contributes nothing to municipal candidate election expense.
