I can think of 2 excellent possibilities but am reluctant to land anyone in a mess. One of mine is, I believe, free except for some tutoring work, the other is in & out of the town hall regularly.

Council is planning to do the following:
Invite people to submit their names Schedule a meeting to allow candidates to make speeches
to Council about why they should be chosen.
Like an all candidates meeting. Except Council will choose one and all the rest can wonder why they put themselves through all of that.
The person chosen might wonder as well.
We have until August 23 to make the decisions. It could take that long.
Registration for election closes on September 12th
.
Council is then officially a lame duck council. Everybody is a candidate.
We could decide now to offer the vacancy to an individual.
We all know people ,who could take the seat without missing a beat.
Staff would not be using the time left for this council to get some things finished.
There is no authority to require a commitment not to be a candidate in the upcoming election.
Whoever we chose could have an advantage over other candidates including incumbents.
Regulations require we fill the seat by appointment. There is no option.
I say we should do it with least expense and hurlyburly and make the best use of the time we have left.

Ain't going to happen. It is the circus that is provided to placate the citizens.
I do not not like to be obtuse but would it not have made sense to prepare a list of individuals in order of preference in the closed session and then approached them one by one privately without the publicity which could turn sour ?
Ahh...Why does the Town have to fill the seat for 4 months? The appointment in Richmond Hill was so staged. It was so obvious that the appointee was the mayors and his peeps friend. So undemocratic, waste of time and money. Have we not learned anything from the last appointment this Town had?
Since the law says it must be done, dragging it out to August makes no sense to me. Staff said in the report they could get it done for July, there was no good reason for committee to move it out. The process of applications seems fair, but a shorter time frame is needed. Evelyn, can you amend the motion next week to move it back to July?
The Mayor of London - former- has cancelled his press conference & used a press release to announce he will not longer be seeking public office.
